Молодой рабочий Цезарь Калниньш в свободное время увлечённо занимается музыкой. Самодеятельный коллектив «Оптимисты» с успехом исполняет написанные им песни. Для творческого роста им не хватает только возможности играть свою музыку на публике. Но худсовету их творчество не нравится, чиновник от культуры Анита Сондоре делает всё, от неё зависящее, чтобы не допустить молодых музыкантов на сцену. Цезарь уступать не собирается и просто не представляет, что какие-то неугодные строки в его стихах можно заменить на более лояльные или попросту вычеркнуть. Он стоит стеной, ссорясь при этом с администратором ансамбля, ставя своих же друзей под удар запрета на выступления. В конечном счете, композиции, идущие вразрез с идеологией, вырезают, в некоторых меняют текст и ставят штамп «к выступлениям на публике – годны».
