Полиция сбилась с ног, пытаясь найти убийцу-маньяка, держащего в страхе весь Сеул. Единственный подозреваемый застрелен при задержании, причём оказалось, что он был невиновен. Дело берёт под контроль президент страны. Начальству Национального полицейского управления срочно нужен новый убийца, и найти кандидата на эту роль поручают детективу Чхве Чхоль-ги. Его, одного из лучших сыщиков страны, всё время обходили стороной при повышениях, но сейчас твёрдо пообещали высокий пост и перспективы в случае успеха операции. При помощи знакомого гангстера Чхве Чхоль-ги выполняет задание, однако тут всплывают последствия предыдущего дела, когда эти двое задели интересы крупного бизнесмена. Чтобы решить проблему, тот попросил своего знакомого – прокурора Джу-яна разобраться с детективом. Так коррупционные разборки и защита чести мундира отодвигают на второй план поиски истинного убийцы и приводят к новым жертвам.
