27 июня 1976 года самолет компании «Эр-Франс» с 229 пассажирами (среди них – 102 еврея) был захвачен группой арабских и немецких террористов. Экипаж самолета вынудили приземлиться в международном аэропорту Уганды – Энтеббе. Похитители требовали, чтобы Израиль освободил из тюрем 53 ранее пойманных и осужденных террориста. Террористы освободили большую часть пассажиров самолета, но продолжали задерживать в качестве заложников израильтян и евреев из других стран. Президент Уганды, который старался сохранять видимый нейтралитет и предлагал свое посредничество, конечно, мог приказать арестовать или уничтожить похитителей, вел с ними переговоры и уговаривал Израиль выполнить их требования. Жизнь более чем ста евреев висела на волоске. Проходили дни, но ни одно государство или организация не предпринимали решительных шагов для спасения еврейских заложников. Правительство Израиля рассматривало разные варианты освобождения заложников, в том числе и военную акцию.
